Film Hub South East wants to help members realise their most ambitious ideas around film exhibition. Our Open Project Proposals scheme is now open for submissions on a wide range of activities.

Our Open Project Proposals scheme is open for submissions in support of a wide range of activities, so you can submit a proposal for what your project needs most to get off the ground. 

Proposals must deliver against one or more of the priorities of FAN and BFI2022. These priorities are to:

  • Increase access to a wide range of independent British and international film for audiences – especially those outside central London
  • Extend engagement with BFI supported activities across the UK and enhance the quality and cultural depth of audience experience
  • Increase access to the UK’s screen heritage especially via the BFI’s National Film & TV Archive and those of the regions and nations
  • Enhance the quality of audience facing activity, deepen knowledge and build capability in its membership
  • To do this with a particular emphasis on increasing the diversity of audiences and boosting the number of 16–30 year olds engaging with this activity

Priority will be given to proposals that effectively demonstrate:

  • Long-term impact and legacy, as we are committed to growing audiences and activities in the South-East for the long-term
  • Significant cultural ambition
  • Value for money
  • Provision of independent British and international film in areas of no or low provision
  • Involvement with a range of partners
  • Experience of delivering similar projects
  • An embrace of the BFI Diversity Standards

Proposals may be in support of activities including (but not limited to) film screenings, audience development, film marketing costs and screen heritage work. Costs covered may  include research and curatorship; staffing; marketing and programme production; film and equipment hire; consultancy fees; hospitality; and monitoring and evaluation. All activities must take place between February 2018 – March 2019.

Organisations must be members of Film Hub South East to receive support for a proposal. If you were a member of the previous iteration of Film Hub South East, please note that you will need to reapply for membership before you can access our opportunities. This is due to the fact that BFI membership guidelines have now been standardised across all of the different BFI Film Audience Network regions. What is the BFI Film Audience Network?

The BFI Film Audience Network (or FAN) was originally set up in 2012, using funds from the National Lottery, to support a stronger and more connected approach to growing audiences for British and international film on the big screen.  It divided film exhibition activity in the UK into regions, each led by a regional Film Hub.

From 2017, FAN is part of the BFI’s five-year plan BFI2022 and central to BFI2022’s commitment to give everyone, everywhere in the UK the opportunity to enjoy and learn from the richest and most diverse range of great British and international filmmaking, past, present and future.

The priorities for FAN under BFI2022 are to:

  • Increase access to a wide range of independent British and international film for audiences – especially those outside London;
  • Extend engagement with BFI supported activities across the UK and enhance the quality and cultural depth of audience experience;
  • Increase access to the UK’s screen heritage especially via the BFI’s National Film and TV Archive and those of the regions and nations;
  • Enhance the quality of audience-facing activity, deepen knowledge and build capability in its membership, and;
  • To do this with a particular emphasis on increasing the diversity of audiences and boosting the number of 16-30 year old’s engaging with film activity.

What is Film Hub South East?

Film Hub South East is the Hub region for the South East of England.  Geographically it has grown from the previous iteration of FAN and now covers the following local authority areas: Bedfordshire, Bracknell Forest, Brighton and Hove, Buckinghamshire, Cambridgeshire, East Sussex, Essex, Hertfordshire, Kent, Luton, Medway, Milton Keynes, Norfolk, Oxfordshire, Peterborough, Reading, Slough, Southend-on-Sea, Suffolk, Surrey, Thurrock, West Berkshire, West Sussex, Windsor and Maidenhead and Wokingham.

From 2018, Film Hub South East is managed by the Independent Cinema Office (ICO), the UK’s national agency for the development and support of independent film exhibition.

What does Film Hub South East do?

Like all of the regional Film Hubs, Film Hub South East works on behalf of the BFI and in partnership with its members to deliver specific outcomes in its region against the priorities listed above.

Which organisations are eligible to submit an Open Project Proposal?

To submit a proposal for consideration your organisation must be a member of Film Hub South East. To read more about becoming a member, click here.

If you were a member of the previous iteration of Film Hub South East, please note that you will still need to reapply for membership before you can access our opportunities. This is due to the fact that BFI membership guidelines have now been standardised across all of the different BFI Film Audience Network regions.

Your organisation must also be legally constituted and centrally managed in the UK.

What kind of activities will be supported?

This is not an exclusive list but as above, activities may include:

  • Film screenings (in cinemas, film festivals, film societies, film clubs, pop-up cinemas etc)
  • Audience development activity (focusing on audience groups including rural audiences, young people and audiences from areas of social need, ethnic minorities and disabled audiences)
  • Film marketing costs (print or online)
  • Screen heritage projects (including those that use the creative potential of archive cinema to reach new audiences)

What are the priorities for the scheme?

  • Increase access to the UK’s screen heritage especially via the BFI’s National Film & TV Archive and those of the regions and nations

Proposals must deliver against one or more of the priorities listed above. They will be assessed on how well they appear to deliver against the specified priority(ies).

Priority will be given to proposals that demonstrate:

How do I submit?

When should I submit?

You must submit your proposal a minimum of four weeks prior to the start of the event/activity. Proposals for activities that have already taken place will not be accepted.

All activities must take place within the term of the scheme: February 2018 – March 2019.

How long will it take for a decision to be made on proposals?

We will take a maximum of eight weeks to make a decision. During that time, if we have questions on your proposal, we will contact you.

How much support can I request?

There is no minimum or maximum amount you can request, but the total amount available in the period February 2018–March 2019 is £53,459 for all projects in the South East that are not supported through other strategic initiatives.

We expect the majority of awards approved for this scheme to be between £1,000–£10,000.

How will decisions be made?

Each proposal will be assessed by two members of senior ICO staff, who will then discuss and finalise the decision.

Do I need to do anything in return for receiving support?

Yes. At the outset of your project we will agree performance measures for your activity, against which you will need to collect data. You will need to submit this data in a final report no later than one month following the end of your activity.

How and when will payments be made?

Film Hub South East will set out a cashflow schedule for payment of instalments of the award. This will include a holdback against delivery of a final report.

How much funding is available for the scheme?

£53,459 from 1st January 2018 until 31st March 2019.

Once all support has all been allocated and the scheme closed, this will be communicated to Film Hub South East members.
